Job Summary


We are seeking a Government Contracts Manager for our Research Models & Services Team located in Fredrick, MD.


The primary responsibility of this role is to function horizontally across all Business and Corporate functions with the goal of harmonizing and streamlining Charles River's contracting activities involving government agencies, towards improving compliance management and government relations, thereby reducing risk.


Essential Duties & Responsibilities:



  • Monitors government contract activities and works with each business unit to ensure compliance with requirements for all US Government contracts.  Ensures accurate, timely, and complete submission of all required reporting and other deliverables.

  • Develops and implements processes and procedures to enable seamless execution of contract deliverables across all business units.

  • Supports interaction with Contracting Officers across all business units.

  • Maintains official contract repository for contracts, modifications and critical correspondence; prepares, organizes and maintains contract records and files documenting contract performance and compliance.

  • Serves as primary internal contact for informational requests regarding contractual rights and obligations.

  • Monitors program level risk/problem analysis and offer resolutions and mitigations.

  • Oversees centralized tracking and reporting of Government Property.

  • Provides guidance to all relevant parties regarding contract-specific requirements (deliverables), and terms and conditions.

  • Liaises with business units during bid and post award regarding implementation requirements; participates in the bid process as needed or requested.

  • Coordinates and partners with procurement and operations to support Small Business Subcontracting Plans and reporting.


The following are minimum requirements related to the Government Contracts Manager position.



  • Education:  Bachelor's degree (B.A./B.S.) or equivalent in Business Administration or other relevant discipline. 

  • Experience:  Five or more years' experience in government contract management roles.

    • An equivalent combination of education and experience may be accepted as a satisfactory substitute for the specific education and experience listed above.


  • Position requires independent judgment and analysis of significant issues including resolution recommendations.

  • Ability to perform in complex cross-functional business environment. Proven management and delegation ability.

  • Working knowledge of FAR regulations.

  • Certification: Certified Contract Manager preferred.
